Can someone please explain the link between specialists and what happens when you add or delete one in order to get another food tile. I am having to keep constantly deleting specialists to stop starvation but i dont really know what i doing . The manual is no help. Thanks in advance.

The circled tiles are tiles being worled by citizens. You can make the citizens specialists, so they won't work the tiles, but instead produce one or two specific type(s) of production (plus maybe some culture and great people points).
You say that you keep deleting them, if that is the case, they are probably being assigned automatically by the city governor, and if that's the case, try turning the city governor off.
