Citadel placement

Looks like a bug. Pillaging the lumber mill does allow the citadel to be built, but that shouldn't be a restriction on citadel creation.

I just experienced this same bug. Jungle tile with Trading Post adjacent to my border belongs to a friendly civ. GG cannot build a Citadel!

This thread duplicates another bug report from 2012.

EDIT: bug vanishes when I declare war on the tile owner - now I can construct the Citadel. Weird.

I was about to report this bug, but as a good bug reporter is expected to, I did a search first and found this thread.

Since I already took the screenshots I might as well post them:

I can citadel a copper mine adjacent to the friendly city of Delhi:

That Wine + Copper would have been a great double steal opportunity. Too bad.
