Citizen Management Bug?

Take a look at the below two pictures.
I removed the artist and placed him on the mine.
I scroll the cities and get back to Kyoto.
The blasted artist is back again.
It keeps doing it. I can't get rid of the specialists.

I am using *no* automation.
Is this a bug, or something I don't understand about the game?

You might check your wonders. I've noticed a few wonders who automatically grant you a free specialist.

I found the answer. The problem is overlapping tiles between two cities.

When I forced the one square to be used, I took it from another city. This one isn't a bug.

IMO it is a problem with the game design. You should be able to tell when another city is using a shared tile.
