Citizen Manager is not making sound default choices

lets go with the most obvious example - turn 1 , new city built - city manager opts for 2F 1P rather than 3F, which would bring me a new citizen several turns earlier (which in turn quickly makes up for that lost production and then a whole lot more). so.... does he know something i dont? is anyone else noticing the default citizen manager couldn't be trusted to manage a taco truck never mind my empire?
 
By default it seems to take a middle-route between growth and production, which I'd say is a good thing for more inexperienced players because they do need more direct results. It's of course not ideal for advanced play, but that's what the focuses are for if you don't want to do it manually - click on the small food icon in the lower right UI and it should prefer the 3-food tile.
 
Both tiles generate 3 yield, so why should the city governor prioritize food over a balanced mix of food and production? Because you have a different set of priorities?

In any event, you can control that easily enough -- click the food priority button on the city screen, or open Citizen Management and manually lock your citizens to food tiles.
 
at 1 population food is the priority, it's a mathematical no-brainer. of course i can micro manage it to do the right thing, thats why my post references the problem with the "default" setting- it'd be nice if i didn't have to start micro managing on turn 1 for something rather obvious...
 
Actually, I would disagree that food is always top priority at pop 1. Depending on the map and production, popping out a scout more quickly may be a higher priority.

In Civilization IV, the AI was hardcoded to treat food as 3, production as 2, and commerce as 1. In this example, the three food tile would (to the AI) generate '9' while the two food and one production tile would only generate '8'.

The fact that top-tier players, who are inventing all kinds of wildly fantastic strategies even to this day (a BC space victory based around whipping (food) and fail gold, for instance), are still using this formula, tells a lot.
 
Sry but this is really bad example. It is not clear what is better, and if you feel it is, just click on food priority when you settle city. I think it works better than in Civ 5, and it really does what you tell it to do.
