Is the citizen placement setup for my cities being reset at certain points in the game? As in, when the city grows from 24 to 25, does it reset my citizens placement?
My nation isnt that huge, and I'm feeling as though I'm arranging the citizens in a city a certain way, only to return 10 turns later to find it with negative growth and starving, and looking to see barely 5 of its 14 plots being worked, with all the empty spots filled in for Priest specialists.
Is something in the game affecting my citizen/specialist arrangement? Either civic change, population change, new buildings that add Free specialists or even unfree Specialists?
