I just finished a game playing as Wilhelm von Oranje where I captured Ghandis capital Delhi. It was on a border with the remaining Indian empire which I vassalised...Throughout the rest of the game Delhi would revolt for 5 turns intermittently, despite me building culture in Delhi to increase it's culture resistance. As soon as the revolt ended Delhi would have a normal fat cross, so I don't think the revolts were purely because of culture problems.
I noticed that when hovering over the population bar it showed me the percentages of each civ (In the end it was about 30% Dutch 70% Indian) and also a City revolt chance (this was always between 6-8%). I tried building more culture, growing the city, stationary spy, increasing happiness, but I still got revolts every 4-8 turns, and the city revolt chance did never really go down.
What causes the city revolt chance, and how do you decrease it?
