Attached is a BNW game save (marathon Shoshone) where Stockholm (annexed many, many turns ago) won't resume growing after I first put it on Avoid Growth (until Notre Dame was built) and then deselected Avoid Growth to allow growth to resume. Food basket is stuck on 537/537 and nominally 1 turn to the next citizen.
