City / Worker Management Woes (save attached)

I'm able to handily beat monarch pretty consistently at this point, but the big stumbling block that is holding me back from getting any better than that is city micromanagement and development. Here's a save game on Prince (which I played on to show my ability and, relatively speaking, weakness at managing my cities), where while I am handily winning, it is clear that I'm having trouble developing specialized cities (especially with respect to production; my best town has 26 hammers, which is not very good).

So, give me some advice, tell me what I'm doing wrong; if I'm THAT bad, at least keep in mind that I'm trying to get better at city management.
