I recently upgraded to Windows 7, and a newer computer. I installed Civ3 Complete, and when I start a new game it only gave me the option to play up to seven rivals. I was playing Civ3 Complete on an older machine running Win XP, and it would allow me to play up to 15 rivals. Has anyone had this problem? If yes, were you able to fix this problem?

You are playing on a smaller map. Perhaps you are also playing "vanilla" or PTW? If you play Civ3Conquests on a huge map your civ will have 30 rivals.
Standard maps for vanilla, PTW or C3C is 8 nations. That is the default. A large map is 12 by default and a huge map is 16.
Vanilla only allows 16. PTW you can change the default and play up to 24. C3C you can play 31.
