Civ crash or incompatible mods?

I know dxdiag will ask but here is the info you need:
Windows 7 Ultimate 32 bit. ( Last update about 1 month ago)
Cpu: Intel Core 2 Duo 2.1 ghz
Ram: 3036gb (4gb Installed)
GPU: ATI Mobility Radeon HD 4570 (512mb) (7/4/2012 is the most recent update)
All directX features are enabled. ( I use directX 11 , I don't bother with 9 for obvious reasons)

I've been trying to figure out the cause of the crashes I'm getting when using the following mods;
CivUP & GEM v2.3.2 and v 1.12.2
Ludditian Progression (100)
R.E.D Mod Pack v.23

The problem seems to happen when I run RED and CivUP & GEM together, the crash will usually happen before 40 turns or when I try to create a city(This is the one I can cause to happen, but I was able to create the city by turning of R.E.D the next time I loaded it). If I run theses mods separately they won't cause a crash but together they do.

My first assumption was I don't have enough ram. Which doesn't seem to be the case, the average memory usage 1.2-1.5 GB ram. With the highest peak usage at 1.9gb. It has never exceeded using more than 2gb of RAM. I Guess it could still be a Ram issue, but it doesn't make sense.

I have verified the game integrity, emptied the cache folder and config/user settings. I have ran the game on low settings. The game can also run fine without mods, just to let you know. Anyone have any suggestions or clues as to why these two mods won't work together for me?

One quick thing to note I was using GEM v 1.12.1 for a large portion of the crashes, but it still crashed on v 1.12.2. I have delete the cache since I updated the version but I can't imagine this was problem for the crash, considering they were only a few days apart.
 
Please delete this thread, I have figured out a fix. But I'm going to bring up another post in this thread that will relate to this forum I think.

Edit: Or leave it. I'm not sure how it would help.
