I guess I'll tactically vote for Uighur since noone else is changing their vote and I don't want another tie - I think there should be a better way to resolve ties in the future since everyone just voted the same again ahah

Oh yeah by the way I'm going to join the competition. I would joke on how I'm a one trick pony and everything but I already made a terrible one at this point.
This is my first ever civilization design, so be gentle!
Chu State
Leader: Xiong Lü
UA: Southern Hegemony - Can annex or puppet a city state that has been afraid of you for at least 5 turns by gifting them a Great General (expends the GG)
UB: Peony Dam - Unique National Wonder unlocked by Engineering. +3 food in the city. City must be built on a river. No building prerequisites.
UU: Wuyi - Replaces Great Prophet. Can be expended to instantly heal all land units within 1 tile to full health.

That UB is super OP especially if they have a river start bias.

Hanging gardens gives +6. You're basically giving them a chance at 2 HGs in a city. Remove the +5 food for sure. Food from rivers can be OP too. My Iraq civ just got criticized a lot on reddit because it's UA included +1 food per river.

+1 food from river tiles that yield at least 1 food would be nice. Though, I had a completely different idea of Chu.

Hills, unless you put a farm on them or they have a food-producing resource on them.
I based mine largely on the Spring and Autumn Period, mostly around the time of Xiong Lü (posthumously King Zhuāng), one of the Five Hegemons. Early Chu was militaristic and annexed a large amount of neighboring states through coercion/treaties to create one large southern kingdom. Sunshu Ao, the chancellor Xiong Lü appointed, was put in charge of a large river dam project that created a huge reservoir for agricultural irrigation, at the time called Si-Si Bei or Shao Bei (Peony Dam). The wuyi were shaman-doctors, also translated as "exorcising physician", "sorcerer-physician", or "physician-shaman". Shaman were popular in late-period Chu.
The only other thing I can think to change it to is +1 food from farms, must be built next to a river, since the Peony Dam created a large reservoir used for agricultural irrigation. I think that might be seen as OP though, so I think I'll keep it where I have it.

Upon conquering a city from a civilization, all cities it
conquered enter resistance for 3 turns(doubled in cities you owned). +5% 
combat strength against civilizations per each city in resistance they own, and +5% 
Great Rebel points per each enemy city in resistance(up to 25%).
UU: Panjun
Replaces spearman. Unlike it, has the "insurgents" promotion, causing it to heal if ending the turn near cities in resistance. Doesn't have a bonus against cavalry, but ignores terrain costs and gains +20% bonus while attacking over river.
UU: Great Rebel
Replaces great general. When stationed in enemy territory, may start a rebellion, removing all courthouses built by that civ, and putting all cities occupied by that civ in resistance as if they were just captured.
Suppose to represent late Chu, and the various rebellions and uprisings against the Qin. "Panjun" means rebel army.
This design may be subject to changes. I might revise it... Completely.

Citizens in the Capital, may be expended for a Great General.
