No. The trade income strictly refers to the yield you get after receive a trade route from other civs. Anything that says +X on imported resources (such as Qing's ability) are not counted as trade income.
Thank you for this explanation. From my point of view, this makes this tradition a bit unpredictable. As far as I can tell, there also seems to be no way to find out how may incoming trade routes you have.

Also, the amount of trade income you have, is this listed anywhere in the game? The only way to assess the impact of this policy seems to be to slot or unslot it and observe the difference in your gold balance.

I think traditons like this suffer from the intransparency of the trade route system.

Currently, you can view the trade income at the settlement's screen (where the trade route is being sent to) under gold tab:

The numbers you see are the final numbers after modifiers. This is a prime example of Civ7's overly simplistic and detail-lacking UI. There isn't a convenient way to comprehensibly view all of trade routes coming to your settlements at once and who are sending those trade routes. But there are other threads on Civ7 UI, this is about the Qing.

I agree. Given the current UI, it is hard to accurately assess how much you'll get out of this tradition. Also, there might be a bug with the Cohong tradition, where you can just slot it once then remove it on the same turn, the gold gain will stay regardless of tradition removal.
 
@phoenixician, thank you for sharing this. While I was aware of this yield breakdown list, I did not realise that trade income is listed there. So the info is there, but not very accessible. I hope the "commerce hub" which was teased in one of the recent patch notes will improve this.
