I see you have both no technology trading and tech brokering in the rules.

If you click both on the options then technoly trading will not be allowed at all...you need to click only tech brokering on if you want to use this setting

I tried 128.119.31.206 for direct IP, but couldn't connect...

Well obviously he didn't get hamachi yet(strange as it takes 2 minutes max to get it), and/or he didn't configure his firewall properly.
