Civ IV Hurry Production

I'f I've selected Universal Sufferage - How come I can't hurry production by spending gold?

you're trying to hurry a project or a spaceship part aren't you? those you can't hurry by gold, great engineers, or slavery. chopping forests works i think. you can kind of fake hurrying by gold, if you rush buy or whip something that'll cause hammers to overflow into the spaceship part.

No I'm trying to hurry a Marine so I can free up a moder tank for battle in other cities.

Another thought... if you just switched to Universal Sufferage, then you can't hurry production while in anarchy. If you hold the mouse over the hurry production button, it will tell you how much gold is necessary to complete the Marine you want.
