I like Quill18's suggestion that the golf course is really a euphemism for a distillery, which couldn't be used due to rating.

Wow I could have sworn that James Watt was a regional effect but apparently I was mistaken. That is definitely going to make me rethink my vertical integration strategy with Scotland and Germany, especially since you also need at least 3 promotions to Pingala and 4 to Reyna. The two free factories is still nice though, especially considering how difficult the communism eureka is.
Don't want to derail the thread but my question is definitely relevant to Scotland. Does anyone really know how science overflow on the +X science Great Scientists like Galileo works. I used Galileo on 5 mountain tiles and only got one free "cheap" tech. In my past experience the next two or three techs would be one turn each but that did not happen this time.
