After some thinking there are actually 2 leaders without traits in the whole civ series, but the one I'm looking for is also in civ4.

I've only played CivIV really.

All leaders have traits in CivIV so presumably it must be a Great Person/Great General which has appeared in a previous civ game as a leader.

Eiffell doesn't give anything to specs directly too. That is why I said that. If you count broacast towers cultural effects in Eifell tower, you need to count the Stele cultural effects in Henge.....

Oh, woops. Eiffel shouldn't have been counted, by bad.
