William is a litlle problematic since he was the Stadtholder of Holland, Zeeland, and Utrecht; but I shall accept this answer bippukt. No wait, wrong Shaka is wrong. I do not accept.
 
She wasn't queen of Celts, as Celts had no single state. She was queen of some Celtic tribe.
 
Gilgamesh was the king of Uruk. There was no single Sumerian state, but a bunch of city-states. And I asked about 10 NarutoAvatarDBZ.
Edit: Once again I begin to answer my own question.
 
(Well in most other question if 10 were listed and one was wrong, you just had to give the other one...but I guess because there are more than 10 Gilgamesh is grey because people argue if he counts as Sumer, like the previous poster.)

Those are the only ones I'm sure because Tokugawa was a shogun, which is the ruler of Japan at the time becuase the Emperor was a figurehead. Toku held all the power
 
Then give at least 5 more, and as I said Gilgamesh was not the king of all Sumer. Sumer was not united under one ruler until Sargon of Akkad conquered it.

Tokugawa is arguable but I can live with him, because as you mentioned, there was still an Emperor at his time, and even though he de facto had no power he was oficially the head of the state. There are of course many others you may mention, if you do not like Tokugawa (who likes him?).

I can't awnser this one, but there is a IMHO very obvious leader that everyone is forgetting :p

I named him in my first attempt, I think ;)

My revised guess would be:

1. Gandhi (didn't want to be the leader)

4. Hannibal (replace Shaka :blush:)
5. Gilgamesh
6. Pacal
7. Willem van oranje
8. Pericles
9. Tokugawa (shogun, not emperor)
10. Sitting Bull
 
OK NarutoAvatarDBZ you can ask now. And there are of course many more: Alexander, Frederick, Charlemagne, Augustus, Stalin and probably many others I forgot about (Pacal was like Gilgamesh and Bouddica - he did not rule over a single Mayan state, but some city if I recall correctly, Saladin was sultan of Egipt and Syria, though he ruled over a big part of the Arabian Peninsula). Too late bippukt.
 
Victoria would have been my guess too - she ruled for 60+ years!

But rolo has already usurped that option...so maybe I should guess something different?

Hmm...What about Gandhi? How do you define how long he ruled? That's my first guess anyway. I have another in mind, but I will reserve him for later :)

But to tell you how long they ruled, won't we have to look up the civilopedia? Because I doubt if anybody will be able to remember that detail for anybody except the most famous ones like Vicky.

Please clarify so that I can fire my second salvo :D
