Modifiers do factor in to an extent, but because the smae order is being used by all the leaders, only the IND leaders will pull ahead from it.

Frederick would be the first in most cases, but if in the case the Factory, Assembly Plant were last in the build order and the city wasn't on a river (Thus no Hydro Plant) than it might be defeated by leaders with a bonus to other moder buildings. Not sure though with
Justinian, (And by extension Musa and Brennus) but you need to assume that this one city is either a holy vtoy or has some religion, and that the Temple is high enough on the list so that it does not get build in 1 turn by other leaders.

Anyway, the correct answer was: Cyrus, Hannibal and Victoria. Ramesses pointed out the correct fact. They would all finish last because they get no build bonuses.

So, shatter_crime your trun to ask.
 
Oh so I guess we are meant to assume also that modifiers from buildings like forges and factories do not factor in. We're just looking for the total hammer cost of all buildings. And so the civs with the least hammers chopped off any buildings will be the slowest, as Ramesses pointed out.

Actually, they would. Just assume that all production boosting buildings are constructed first. That said, industrial leaders would be the first ones to complete all the buildings.

Cyrus, Victoria, Hannibal.

Although you could argue based on conditions that Cyrus and Hannibal could finish ahead of Victoria, if the cities grows really fast (think: 20 irrigated corns), you might grow faster than your happy cap at a certain point, so the extra happiness from Charismatic could give you an extra tile or 2 to work at a certain point. But that's getting a bit nit-picky.
 
On the other hand, Victoria and Hannibal can use their cash from Financial to buy more buildings.
 
Since no one has answered, I guess I'll post a moderately difficult one.

Every leader in CIV 4 BTS have been given the exact same starting position with all techs unlocked ans with all them playing a single game. All of them build every building until they complete them all in their capital and only city. They do not build anything before the buildings.

Who would be the last leaders to finish building all these buildings, assuming UB cost does not differ from its replacement and they all start the same time?

I thought it was Hannibal by himself?
 
He said to ignore UB cost. Or Hannibal would likely be last, assuming overflow doesn't cover that.
 
I'll take it I guess. This is a VERY easy question.

Who is the only leader that doesn't give you a diplomatic penalty when you "make an arrogant demand"?
 
Just a guess, but here goes, Mansa Musa? I'd say Gandhi, but I always demand a tribute because, well, he Gandhi. I know I've seen htat before.

I give up. I never demand a tribute unless I'm about to ruin our relations (aka, DOW). I'll be sure to use this answer in the future.
