Civ start points

Isn't there a setting that controls whether your civ starts next to the same civs each time? I want to turn that off but can't find it.

Its when you pick a new game and its one of the rules. Its called culturally linked start. Just click it off.
 
If you use any patch older that 1.29, it is in the game, preference window. click it off, save, start a new game.

If you turn off culturally linked start, you still have a much greater than random tendency to get the same neighbors. Ex.: I started several Greek games and always had England as a neighbor. There seem to other 'frequent pairings' too when I played other civs.
 
I am have a similiar problem. I am playing off the standard world map. I am the Chinese. For one game, I selected "Curturally Linked Start Places" and in another I de-selected "Curturally Linked Start Places" and both times I ended up near Lake Michigan. Any explanation?
 
Maybe Player1 was located there
