France - Grand Tour: 11 (14 - 3): The bonus production is not bad nor great but most cultural wonder won't get the bonuses (Apadana, Great Library, Golden Gate Bride, Broadway, Cristo Redentor, Eiffel Tower and Sydney Opera House) nor the key early wonder (Oracle, Pyramids, and the Colosseum). As long Wonders yield so little Tourism (so: getting twice of it is still rather low) and being culturally dominated not being a threat yet, the whole mechanic "building wonder for Cultural victory" isn't working. Hopefully, France's leaders are really fun to play.

Kongo - Nkisi: 21 (20 + 1): Even though the Writings lost half of their Tourism, Nkisi is still a very powerful (but specific) ability, mainly created to compensate Mvemba a Nzinga ability (which is mostly a malus). The Archaeological Museums are incredible, even if they are not available at the beginning of the game: the additionnal yields from the ability are doubled when themed! Furthermore, I like a lot the bonus toward Merchant generation and, with the Oracle / Pangala trick, this is going even crazier.

On a large 40+ and a huge 60+. If you want to play peaceful you should be picking a different civ. Every city you take after the first half of the ancient era will have at least one of a campus/encampment/holy site/theater square. 20/40/60 free eurekas is weak?

Khmer - Grand Barays: 11 (14-3) The Khmer is a great example of how not to do a civ well, unfortunately. They get bonuses that essentially take districts and make them unique, without the added bonuses of being unique districts (era score and build costs). This is notable in the leader UA, but that's not why I am downvoting them. Instead, I am focusing on how their Grand Barays ability is essentially a unique aqueduct, which is not a great start, a relatively mild bonus (3 faith and an amenity for the district, food to surrounding farm tiles) in a game where population is weak, that costs the full price and doesn't give you era score. While this got a buff with population being tied into loyalty in Rise and Fall, it's not a very large one. For an ability meant to represent impressive infrastructure works that showed the incredible innovation and abilities of the Khmer, this is a fairly lame tribute. I was hoping with the infrastructure aspects of gathering storm this would be revamped to effect other things like dams and canals (also centered around water works like Barays themselves), but alas, no.

The Ottomans - Great Turkish Bombard: 18 (17+1) This has a combination of two useful bonuses. First, it makes your siege units a valuable set, as they are cheaper to build and yet also better at doing their jobs. These bonuses are on par with some of the weaker unique units, but apply to all of your siege weapons. Nice! The second bonus, however, is even more significant. Typically, unless you are conquering early on, when you conquer a lot of cities, the process of doing so essentially destroys the cities, leaving them much weaker than they would have been for your enemies. For the Ottomans, much of this does not apply, as they do not destroy any of the population, and get a boost to loyalty and amenities to further strengthen stability. This is truly an insane warmongering change, and allows flexibility. Want to capture all of your enemy's cities and have them instantly integrate? Go for it. Want to grab their edge cities, and be able to get them loyalty stable more easily? You got it boss. Want to only capture key population cities, then let loyalty do the test of the job? Let the good times roll!

And not a bad ability per se, just that its bonuses are neither that unique (basically boil down to 'more of what everybody else has') nor that useful considering that as any civ it ends up being equally consequential, except England just gets an advantage by having more of it (that is, if you do not have access to strategic resources you do not benefit at all whether you're England or not, and if you have access to strategic resources every civ benefits, not just England). Yeah, long post, but that's what you get for being Workshop of the World. The additional engineer charges are pretty cool, though

Germany - Free Imperial Cities: 21 (20 + 1). My voting pattern will loosely try to compare civs according to similar capabilities (e.g. religious reasons in the same vote, rather than spread out). Anyways, being able to build more than one district is quite powerful! Especially because you need those sweet production adjacencies with the Hansa and CH. And since CH give you trade routes too, it is better than a flat +20% production towards Industrial Zone BUILDINGS

India - Dharma: 6 (5+1) This got last place in the last elimination game, but doesn't deserve that spot this time around. You now get a follower belief and an amenity for each foreign religion. This works really well if you're playing Chandy and go on the warpath. You'll end up conquering a city with like, 3 religions in it, giving you 3 free amenities. This ability can also be strongly leveraged by NOT going for a religion and just letting the AI target you for conversion. The +2 for missionaries is also underrated. You get more for your faith; it essentially is equal to 40% cheaper missionaries when compare them to non-India missionaries.
