Close. It was a graphical error introduced with the High Sierra OS. It appears regardless of gfx power being sufficient. Black teddy in white clothes is cool though.
 
It also often appears on poor graphics card due to an issue with shadowing. (Source: have a crappy Windows laptop, had this issue, got around it by adjusting shadow settings).

Even without mods, it's perfectly possible for Arabia to spawn next to wine, despite alcoholic beverages being haram.

Ah, but that is only an issue if Arabia founds Islam in this alternate history ;).
 
Teddy? Are you alright? I thought Gandhi and Cleopatra were the ones supposed to be schizophrenic... (I got the messages almost directly after each other; dislike message when I declared war on city-state, then after I pressed end turn I got the like message)

Don't think I've ever seen this before... Districts in 1 turn. (not that I'm gonna build them... gotta get those mines and stuff for the science victory)

(also, yes, settlers indeed take 6 times as long as districts. I was expansive this game)

That city state I conquered in turn 20, several thousand years before meeting Gandhi, still means a lot to him...

(seriously though, I've not earned a single warmonger point all game)
