That's... probably possible in theory... but the AI like never uses the levy mechanic and Muscat is on an isolated island so I'm not sure why he would've done that lolI haven't seen that before. Just spitballing here: if Rome levied Muscat's units and upgraded the Warriors, they would turn into Legions but eventually the time would wear off and they would be back in Muscat service?
