Doubtful the ranger had the scale cliffs ability. There's no number beside the unit flag.

Besides, many turns prior I discovered the island, and to my surprise my unit (no cliffs ability) was able to clamber on it ("move to" command showed a route from the eastern-most sea tile). But after getting on, couldn't get off. Reloaded. Just a bug probably.

One of the promotions for units is the "scale cliffs" ability.

Apparently Firaxis also needs to add the "rappel down cliffs" ability as well.

I thought that was only available to melee units, not scouts.
