Hi, welcome. 
It's a known problem, described around here in various places. The BIC file format was changed for 1.29b2 to match that of 1.29f for Windows. This allows us to share games with Windows players in Succession games or the GOTM competition. But MacSoft have never released that version for the Mac adn it's still an unsupported beta, so they've never felt the need to support it with a compatible editor.
You can use the editor with a copy of 1.21g, and the files it creates will load in 1.29b2. It just won't edit the options that only appeared in 1.29, such as fixed start locations.
