Replaces great general. Instead of the great general's abilities, it grants enemy units within 2 tiles a 10% combat penalty(15% for melee units, 25% for mounted units). The tabor has ranged strength equal to the strength of the most powerful unit adjacent to him. Grants a double flanking boost, and a 15% bonus vs. Mounted to adjacent units.
