It's a charming endless cycle of design. :D
It'd be fun, but it also sounds like a nightmare in terms of compatibility issues :/

I'm sorta hoping the UA is drawn randomly from a pool per game, sorta like how Mercantile CS resources work now, if only for the ease of adding and modifying CSs.

(also, I hadn't realized this thread existed, looks like I'll have a lot of catching up to do :p)

It looks like they're relevant to the actual city state in question; Jerusalem's effect of acting like a holy city is for instance very accurate.
 
and Zanzibar gives cloves and something else, that i can't remember.
