I don't like it. Suzerainty is typically presented in the game as a mutually accepted relationship. It's not slavery. The Emancipation Proclamation freed a group of people within Lincoln's own nation from bondage. It's not a foreign policy instrument.I like how simple that is.

If I recall correctly, isn't gunboat diplomacy a late-game policy card that give extra influence? Implying some coercion in those relationships. While Lincoln was a wartime leader, he generally isn't thought of as a warmonger (except maybe in parts of the Southeast US).Gatling gun or monitor class ironclad seem reasonable unique units if they go that way. I'd prefer some other kind of unique though.
