I like how simple that is.
I don't like it. Suzerainty is typically presented in the game as a mutually accepted relationship. It's not slavery. The Emancipation Proclamation freed a group of people within Lincoln's own nation from bondage. It's not a foreign policy instrument.

It's definitely not ideal but seems appropriate based off of what we know about the game mechanics. I mean Robert the Bruce does War of Liberations, but on neighbors and not himself. :dunno:

Like, maybe if Suzerainty was presented in a way that makes it seem like it's being forced on the city-state against its will, like real-life Gunboat Diplomacy, then I could see it. But this way makes it seem like Lincoln goes around breaking up alliances between major and minor civs.

Come to think of it do we have a civilization/leader that has abilities toward liberating captured city-states? That might be more appropriate.

Also, it does nothing. You can already break suzerainity through sending Envoys.

More likely: an alternative way to getting Envoys. Maybe he gets a unique plantation replacement that provides an envoy for each unique Luxury it improves?

Not liberating, but Tamar's original ability was bonus faith for Protectorate Wars, which defend suzerains who are attacked.
 
I actually have an idea but not gonna write it so I dont ruin a possible surprise.

Australia? I don't find wars of liberation to be that common though. This would be one of those abilities which just sit there and maaaaybe it might trigger.

I wouldn't mind it as a secondary ability, but it needs something more than that.

If I recall correctly, isn't gunboat diplomacy a late-game policy card that give extra influence? Implying some coercion in those relationships. Although I, too, like to think of the relationships as mutually beneficial.
 
Maybe, kind of situational though. I'd hope that is not his main ability.
Solution: Turn on duplicate leaders. Make Frederick every leader. Problem solved. :)

Australia does but that's for any city, not specifically just city-states. I'm sure he would have something more.

Maybe not a unique plantation, but it would be funny if his ability had something to do with them. Maybe he has a malus to where he can't build plantations, and wants to liberate any city that has plantations?
Definitely an inventive agenda. You build a plantation and he instantly hates you. :lol:
 
Gatling gun or monitor class ironclad seem reasonable unique units if they go that way. I'd prefer some other kind of unique though.
While Lincoln was a wartime leader, he generally isn't thought of as a warmonger (except maybe in parts of the Southeast US).

It also gives you open borders with all CSs as well, which, to me, is what represents the coercion part.
