Indeed. She leveraged a marriage to an Imbangala warlord in order to overthrow a neighboring queendom, Matamba. I expect she has some way of "marrying" city-states to achieve rapid suzerainty.
 
how about: +2 envoys each time you obtain a Relic, Sculpture of Artifact. Your cities receive +1 Amenity and +2 Housing for every City State you're the Suzerain of.

Synergy with Nkisi and City States and I don't even have to leave my "Nzinga gets an Amenities and Housing bonus" tunnel. ^__^

- When at war, unhappy cities in your and your enemies' empires have double the maluses to all yields and half the city strength and count as being permanently under siege for the duration of the war. When conquering a city with negative unhappiness, suffer no grievances or war weariness for keeping it and double the grievances for razing it. Double the grievances and war weariness for conquering content (or above) cities. May declare wars of liberation on any adjacent empire with unhappy cities. Does not need to wait 10 turns to enter peace negotiations.

Edit: May terminate wars of liberation without requiring approval from the opposing parties. :think:
 
I had an idea for Ramses. Remember the Civ V Celts (cue @Zaarin : "Not fondly"). Their ability was that they could select a pantheon from a slew of unique and overpowered (compared to regular ones) pantheons thematically tied to Celtic gods.

Would it not be cool to do the same thing with Egyptian gods?

Are you mistaking that for something else? I don't recall anyone getting unique religious beliefs in Civ 5, and the Celt bonus was Faith from Woods. Byzantium got to pick an extra religious belief, but it was from the existing pool.

I agree that the theme would be really cool for Ramesses though.

Oh, dang. Right. That was the Celts ability in the Vox Populi mod.
 
This is a loong shot idea because we will not be able to check it until march, but anyone suspicious Age of Steam Vicky may get Workshop of the World as a LUA, with British Museum coming back to being England LUA? (English Eleanor would approve, for sure :queen:)

I suppose anything is possible, but I hope that's not the case. Having a brand-new leader get a completely recycled ability would be so boring to me.

Eleanor and a cultural Elizabeth would certainly appreciate it, but I'm pretty certain England lost it in the first place precisely because of how potently it paired with Eleanor.

Maybe not the old British Museum, but a reviewed version... We have had already the case with Rough Ridder Teddy actually taking great part of original Theodore Roosevelt LUA, with Bullmose Teddy being the one getting a brand new LUA.

Is she required for GS, because that ability uses power?
People without GS, or GS enabled, I believe can still play with British Museum so that wouldn't work out if you are playing Age of Steam Vicky with base game rules.

Anyway, I'm hoping for a rework and the Sea Dog goes to Elizabeth, so the new UU could be Longbowmen. :)

I would have loved for her to get Walsingham as a unique governor but she doesn't require any expansions.

The cultural niche is already taken by Eleanor, but normal Vicky is already naval/domination, so who knows? :dunno:

Eh, I've always seen Eleanor as a pacifist domination leader. I'd see Lizzy getting a bonus for GWAM generation. (Even if the Elizabethan Renaissance was actually a little short on the AM part.) Or just a bonus related to having Great Works--say bonus Culture and Science from Great Works? Maybe even tie it into colonization--bonus yields from Great Works in cities not on your original continent. Not really that flavorful for Lizzy; it's not like Shakespeare was from Roanoke. But it's just the aspect of Lizzy I find more interesting. I'd love to see England and France swap roles in Civ7: cultural Lizzy-led England, war-and-commerce-and-colonies Henri IV-led France.
