City lists are often a mess, but I would have guessed/hoped that the SEA ones were selected with more care than others.
In general, the most frequent reason for me to go at war is because a dman AI settled in the worst place and prevent me from getting back my treasure fleets (such as closing navigable rivers and so on)...

No so sure about that. I went to a lot of concerts/performances in the modern version of an amphitheatre back in my college days in which the theatre was full of 'toxic fumes' and it just mellowed everybody out . . .

It's genuinely not uncommon for people to just live on the slopes of stratovolcanoes.
In general the danger from volcanoes is a bit overstated in people's minds in the first place. The vast majority of volcanic eruptions don't cause damage beyond a dusting of ash more than 3-5 km away from the erupting vent.
The total number of deaths from volcanic eruptions in the 21st century (so 25 years) is about 4000 (pessimistic estimate), with three quarters of those coming from one single eruption and another twenty percent coming from just three others. For comparison, in that same span there have been 20 earthquakes, 15 floods and 15 hurricanes with individual death tolls over 1000.
Meanwhile, there are only 31 volcanic eruptions in recorded history with an estimated death toll that surpasses 1000.
