Civilization VII Update 1.3.0 - November 4, 2025

I'm very curious so I'm going to be annoying and ask here again. When playing as Teach and/or Pirates, can your fleet commanders freely move through other territory like your military naval units?
As Pirates, yes. The Buccaneers specifically have that ability. Even better, the other civs don't care. Your Buccaneers can waltz in unmolested, then unload a bunch of sloops at an opportune moment.
 
No, they weren't. At the time of my post, I still had to perform the specified gymnastics to make it work.
Nonetheless, it wasn't how they intended for it to be unlocked and they did correct it eventually.

AI now fully uses all Sanctions against other players, including other AI players.
I haven't even gotten to the piracy and naval combat in my first game yet and already this small sentence is making the diplomacy much more interesting. 20 turns in, I meet Pachacuti. Turn 30 he denounces me. Turn 35, he sanctions my military production. I sanction his science. Turn 45 DoW on me. Currently on turn 80 on epic, I haven't even met another neighbor yet. The rivalry between the Han and the Mississippians is like the Hatfields and McCoys. I don't know if he has met anyone else or not. This new revamped diplomacy is very interesting though.

I agree. I started a new game last night and was pleasantly surprised at how the sanctions are (a) making me mad and (b) turning up the heat in terms of a real reason to go to war. It is refreshing for a change.
