In every game I've played so far, every Civ on my continent has been drawn to building a city right outside my borders, even if their capital is across the map.
As a continuation of this, these Civs then complain that my troops are too close to their borders (even though I'm just within my borders, not even on the edge). If these cities get taken over by another Civ, I get blamed for settling too closely to their newly-captured city, even though I was there ages before.
