CivUP/Gem (Latest Steam): Babylon no Bowman at start, unable to open Policy menu

Using only CivUP and GEM I've noticed that when I use Babylon I don't start with the Bowman like it says I would and when I have enough Culture to buy a Policy I can click on the button but the menu doesn't open.

I've also noticed that occasionally when playing the PerfectWorld3 map I will start in what I imagine is water/ocean and I immediately lose the game. The screen in covered in Fog of War so I'm sure it water/ocean, it could be a mountain for all I know. I can't tell because all I get is FoW and the menu saying I lost. I haven't tried any other maps besides that one, so I don't know if it's just PerfectWorld3 or any of them. This only started happening when I installed GEM.

Thanks for the lua.log file, that was helpful. I'm investigating the problem now.

Edit: The log file indicates there is an error in MT_Utils.lua. I added some more information to narrow down the problem in the attached version of the file. Do any Fatal or Error messages appear in your lua.log if you replace this file with the attached version:
