Coastal Encampments/Goodie Huts

I'm pretty sure I remember a demonstration in which the devs showed that you can snatch up coastal encampments if they were empty, and even goodie huts too. But the option does not seem to be there on this build. Did they purposely remove it?

It's still there, but it's restricted to the coastal raider promotion line (privateers etc.) If you have one of those units, it works the same as pillaging a coastal tile improvement.

I don't have the game yet, but how these units work exactly? Submarines seems to be ranged, but can capture ships?
