For it to work properly, I believe that you need some type of artillery in the city that has the coastal fotress. Pesonally, I never build them. They are one of the worst things in the game.
wildfire, i think you are wrong about needing arty in a city for the caostal fortress to work. I had a game with a gibralter like sea choke point and built a coastal fortresses on either side of it. they took a hit point from a ship about 1 in every 4-5 times. there was not any arty in those cities to the best of my knowledge.
that is the only possible situation in which i think coastal fortresses are a worthwile investment. of course, they dont cost any gold in upkeep so if you're looking for something to build, what the hell.
The biggest problem with the Coastal Fortress is that to fire on an enemy ship, that ship must move from one tile in range to another tile in range. Even the AI is smart enough to figure out to move "in and out", rather than "across" the range of a CF.
in the real world (ive heard there is a world that does not evolve around civ somewhere ou there.....) when a city gets bombarded via a sship the coastal defences are normally the first thign to be hit. you wouldnt expect the bombardment to miss the coastal defences and go straight into a marke place would you?
