It seems to me like artwork that was 'dumbed down' to make it look fun to people who like action games. In general, I don't like how Firaxis has been trying to dumb down the games, including by making Civ games have fun cartoony graphics. Its not about me wanting some geekish game like Europa Universalis or anything, I think its completely patronizing to the public; I think people have better taste than this, and the people who are attracted to this kind of cover won't play Civilization to begin with.
