1) What you have to do is check out the city (so click on the region, then click on the city again) If the city is avalable it will say Current Mayor: Begin Term. Click on that and download the city to play. When you are ready to upload there will be a box avalable, and then resign your mayorship. The 24 hour limit is still in place so if you can't finish just upload what you have and continue it later

It depends, but the default location is C:\My Documents\SimCity 4\Regions

Ahh gotcha
On the first page where the two regions are listed you want to click the save to disk icon. Open up the disk and put the folder and its contents to C:\My Documents\SimCity 4\Regions

It depends where you downlaod from, if you downlaod the entire region from the region page, then you will get the most updated city file as well as the region information.

My website, in which case you need to register at www.croxis.net/sc4 and then log in there, or to switch region you click the load button in the region screen in game.
