The fact that you use a modpack alone does change nothing about how the mods are working (in MP or SP), I have played hundreds of hours with a huge modpack and never had a single issue with diplomacy or anything else that could have been modpack-related.
That's clearly not true, though, in the case of what's going on here, as users are reporting bugs with the Modpack that don't happen with the regular install. We'll see if the active AI removal fixes that, though.
That's what I wanted to say. I'm almost 100% sure the issues must be related to the Active AI, not the fact that it's a modpack.
Looks like my discussion with JdH yielded fruit, in that he's working on a fix. So that could be nice.

I can't play with my buddy via Internet. During End Turn I get loading screen and after that my friend gets different layout.

Yep, definitely. We noticed that this "desynch" happens when we try to play Communitas game script which is stored in our Maps folder. If I launch standard Fractal map we don't seem to have any problems, which is a shame because Communitas map is my favorite.
Communitas map has odd behaviors in scripting for MP. You could generate a map, save it as a scenario, THEN use that scenario as the map for your session.

Generate a map in MP. In the save menu, you can save the map (there's a box at the bottom). Send that to your friend, he can drop it in his Maps folder. There you go.
