Conflicting AI banter

I'm playing the release version on Steam.

Throughout my game, Greece have multiple times commented that it's a wonder my civilization can survive with so much debt, and Japan has commented to congratulate me on my riches once.

I've always had +100 gold in income and some times I've upgraded military units, but I've never had negative gold at any point in the game.

Is Greece getting misinformation from somewhere?

Afaik the AI judges your income relative to theirs. You should check if greece is making more than 100 gold a turn. If that's the case you're as good as bankrupt in their eyes.
