Constituional Amendments.

The problem is the problem we actually ran into. We needed to decide if we were to attack because the save had been opened! What happens if the save is opened by the turnplayer (accidentally...or due to not knowing that a DoW may be imminent) and then we need to decide within the 24 hours alloted for a turn to be open, whether or not to declare war.

Rik opened the save and then discovered that we probably needed to declare war on that turn. Thus, a poll was issued. The poll clearly showed that the majority (an overwhelming majority at that) wanted to declare war immediately (i.e. during the opened turn). Rik did not have the luxury of waiting for 48 hours to play the turn.
 
Well we could just ask for some more time for the save, others have done it before. And if there is any thought that a DoW is needed, it is the responsibility of those who want it to make a poll with adequate time.
 
WEll, I much prefer a DOW poll several turns prior to DOW, and then we should have 24 hour runoff polls with simple majority to establish the strike turn for surprise purposes.
No need to let bureaucracy give early warning.
