Fence probably raptured at the bottom and then fell back down to appear like it's not ruptured at all. Especially at night. Cops probably knew what was going on but some wise guy saw the tape and thought he could sell it to panem et circensis hungry crowds, and crowds would reword him with applause and say: Mysterious are ways of Almighty!
