I recently got civ3 for PC and am running it on Windows 7. I don't think my corruption algorithm is working properly. Changing governments (including to communism) doesn't seem to effect the corruption rate. I have tried downloading the patch, but I get errors within an hour of play after the fact. However, even with the patch, my corruption on the saved files I was playing on was still consistently terrible. Any and all help is greatly appreciated!

Edit: Just double checked the gov'ts. They all work like I'm in a despotism (except for Anarchy, which works like it should).
Edit2: Just noticed now that whenever I load a game, it calls me Emperor Xerxes, not President, although I am in a democracy.
Edit3: Courthouses work, I didn't do things correctly.
