I think its because of their powerful unit, if the level is too easy, or horses are too easy to get then you'll see many crazy early conquests wins that blow the normal run of the mill game out of the water. This is why you'll see many of the civs with the powerful UU at harder difficulties or with otherwise odd map arrangements. Look at Persia, first game and never again. And that was ages ago, long before we've all refined out skill, if Persia was played now on a regent map we would have a lot more early victories. Which is only a problem because I believe the staff want to have a map that plays for longer than 1-2 hours.
