Could somebody create a village/hamlet/town mod?

Hey guys! I was wondering if anybody could or wanted to create a Hamlet mod, like the hamlets in cIV. I don't really like the look of Trading Posts in Civ V; I rather having proper towns dotting my land, like in Civ IV It would replace trading posts, but have the same function. Perhaps it could even evolve like in cIV. Thanks!

Can't help with the graphics (I'm unclear if anyone can, as yet, in fact), but I am working (very, very slowly) on something similar to the development aspect. However, it sounds like it's the visual aspect you're caring about, so...

I've decided to play that mod, and it has the same model as a normal trading post.
