Court festival project worth it?

I'm playing Catherine Magnificence for the first time and the benefits from Court Festival project (50 tourism) seem incredibly paltry given the build time. Am I missing something?

It's 50 per excess copy of luxury resources so it can be really beneficial.
 
Anything that gives more tourism helps and this
  1. Includes duplicate traded and CS ones
  2. Gives 50 culture as well (!)
  3. The tourism is applied to civs you have not met as well.
The cost of the project is progressive on techs/civics with the base 65 so is not cheap but in a high production city can make a very noticeable difference, especially early. To me it is more about the culture.
 
I did a sub T100 CV on deity not long ago by only using this project
Been drifting away from civ due to family life lately and had missed this, nice victory.

One thing I found, while Colaeus (GM) gives a lux, his duplicate does not count.
 
In my opinion the court festival project makes Magnificent Cathy the best culture leader in the game. Once I understood the mechanic, I pulled T108 culture victory Deity but sub T100 seems very reasonable (and repeatable). The strategy is unique, but not for everyone since nerfing your own science and culture output is necessary to prevent the cost of the project from getting too high. Also, everything else in Mag Cathy's kit is completely worthless and can be disregarded. Build ~8 cities asap, run project down to 1 turn remaining, change it over until you're ready to 'nuke' with the builder you have at the ready in each city prepared to chop out the last turn. Just make sure you buy all the duplicate luxes from the AI the turn before. I wound up going from 0 tourists to 66 in 1 turn for the win and I think I overshot the required threshold by 10. So those that are better at math will excel at this strategy.
 
What exactly does "excess copies" mean, can anyone tell me? Does that mean the first copy of all luxes don't count and only their duplicates (2nd copy onward), thus "excess"?
 
Yes, but I have never actually personally tried to complete a Court Festival when I had no excess luxuries. I guess you would indeed get... nothing.

Haha I was asking you to provide more info for the wiki. I am an admin there who is taking care of all the behind the scene mechanics. If I'm not sure about it, it is likely the wiki isn't sure either.

Complete a Court Festival when you have no excess luxuries.
Check out the accumulated tourism value for each civ on the cultural victory panel (before and after completing the project).

If you didn't generate any tourism up to that point, it could make tracking values easier (as you would need to substract any tourism generated per turn from the after value).
Or you could chop the project (to exclude effect of tourism generated per turn).
