Crippling Your Opponent With No Penalty

I sometimes see threads asking about how to compete with aggressive civs or how to slow civs down without incurring a diplomatic penalty. I made a relatively quick video demonstrating one technique that's worked for me a number of times. Any feedback welcome. Enjoy.

Sadly, this would be a disaster on higher difficulties. Forward settling your aggressive neighbor and purposely not building a military would be game over every single time. It looks like you were already pretty close to losing that city even on the lower difficulty. If Neb just had one more melee unit he would probably have gotten it.
