You will need to build a ship in one of your coastal cities. For this you need map making. However, a galley may sink if it ends its turn in a sea or coastal water zone prior to navigation. Once you have the ship built, just move the settler to the city with the ship and select load. Then move the ship to the new found land, unload him and voila you can build your offshore empire.
Well you can build a galley or other ship and put a settler or 2 on it, or you could substitute a spearman to protect your city once you settle it. That's pretty much the only way.
Oh also galleys can't end a turn on a deeper ocean square or they will sink, until you research Astronomy and later Navigation/Magnetism. So you are stuck next to the coast until you find a short passage or you get those techs.
You can try to explore sea with galley if you got the lighthouse wonder but its much better waiting for astronomy and navigation which allow you to built caravel and explorer and you wont loose your ship into ocean. Built only city far away for startegical ressource because corruption is a killer, or you can built a forbiden palace on a new continent, not easy but under democraty and with a golden age fp can be built.
