CTD - Memory allocation failure

I'm struggling to play this as i get a CTD (memory allocation failure) when startign a game or within a few turns of loading.

My machine's a few years old: quad core 6600 processors, win 7 32 bit, 3.25gb of usable RAM

Was trying to run 14 civs on a large map.

Any suggestions?
