Babylon, hands down. 30 shield Temples, 40 shield Libraries, what's not to like?
 
Egypt is probably the second best civ in vanilla for cultural victories, cheap religious improvements and the Industrious trait is a very good combo.

the starting techs help a whole bunch too. Right now i am at 1130 ad at 6.2k culture and 74 a turn(shakespeare's in 8). Should probably win around 1800?
edit: ouch first time i got beat to a wonder. and i can't switch it to antoherone.

Figure 74 a turn and you'll need approximately 14000, you have 200 turns to win with no more culture generated. Have you built all the regular stuff? Temple, Cathedral, Library, Colosseum, University? If not, rush them ASAP. Then all you can do is go leaderfishing, which means start a war with the weakest guy around. Beware of them allying strong friends.

I can't open the save it gives a city error. I was about 8k away. Missed all the wonders and missed TOE because i decided to irrigate some stuff to fill my pop box again(hospitals) and that made it one turn longer(lmao). I was preparing for a war though(had about 8 rifleman, 8 cavs and 12 siege units, but couldn't upgrade b/c my cahs reserves generated by GL ran out and techbrokering didn't work, the map was to small and only 4 real trade parterns were available.)
 
Greece or Korea (are they in Vanilla?) might also make good choices as well as India. No, you don't have curraghs, but starting with Alphabet might also help.
 
You might also want to try Persia: they start with Masonry and Bronze-working, so they can build Pyramids and the Colossus right from the start.
