Easy relics from building theatre squares. Easy grow / expansion (starting bias) and above average poduction/gold. And 5 palace GW slots for even more +100% tourism from Pingala. And in case someone runs away in culture, easy free advanced units from unique neighbourhood (apostle conversion). This is for sure top3 material.

I still think noncultural civs are being downvoted a bit too indiscriminately. An overall strong foundation can be leveraged into any victory condition, whether or not its one you have specific bonuses towards. Regarding the warmongers specifically, there's a lot of middle ground between a purely peaceful game and culture victory as domination in all but name. I don't think targeted warmongering at a moment of strength is against the the spirit of the victory condition, any more than tech rushing to flight or spreading a religion for founder bonuses is.

I'm especially disappointed to see the Maya go so soon. You can't win a cultural victory if you're dead, and the Maya UU and UA make it easy to prevent that while not diverting too many resources from culture and infrastructure.

What the can't make up for is being crammed into a corner after the other civs are assigned strong start locations. If you want good land, you'll probably have to fight for it, and that's hard to do against an opponent with a stronger start position. Against competent opposition, the Maori just run too much risk of never getting of the ground and thus of being too far behind for their cultural bonuses to really make a difference.

Montezuma/Aztec [16] (15 + 1) Can get districts up and running very efficiently in the early game by turning CS units into builders and in the later game by sending your own builders to new cities (or generating them with the ancestral hall). In a culture game, this means a massive jump start to GWAM generation, and a lot of saved resources to invest in wonders, projects or further expansion. Really, this has a lot in common with Greece's main cultural bonus of discounted theater squares. You just have to choose yourself to use it for culture, rather than having the choice made for you.

I wonder if we're not underestimating the importance of science here so far? Korea, Australia, and Maya (RIP) are all likely to get through the tech tree faster to unlock many wonders earlier, and for many wonders getting there first is a big part of actually being able to build them before the AI.

As for the domination discussion... do we have to do this every single time? Feel free to vote them up if that's the hill you want to die on, but others have the right to do the opposite.

He'll fly through the tech tree towards desirable wonders and can use religion to boost his culture if he really wants to go that route. He also gets those same adjacency bonuses to his theater squares and has one of the easiest +100% production bonuses in the game to trigger, further helping with wonder spam. I'm not saying he's top tier or anything, but two down votes already? Not buying it...

The Tourism from wonders is rubbish. It is a mere 2 Tourism that get increased by 1 for each new era. I guess some Ancient / Classical wonders could helps for Tourism, but in this case it is mostly how good your start is or how early kick your civilizations bonuses.

Furthermore, almost all wonders linked to Tourism are in the civic tree. There are exception like the Oxford University, the Eiffel Tower, the Golden Gate Bridge or... the Terracotta Army and the Theatre Square tier 3 building (Broadcast Center). But most of them are in the civic tree:
  • Oracle needs Mysticism (a Civic)
  • Great Library needs Recorded History
  • Apadana needs Political Philosophy
  • Mont St. Mich needs Divine Right
  • St. Basil's Cathedral needs Reformed Church
  • Hermitage needs Natural History
  • Bolshoi Theatre needs Opera and Ballet
  • Broadway needs Mass Media
  • Cristo Redentor needs Mass Media
  • Sydney Opera House needs Cultural Heritage

Science has very poor implication in the Tourism victory. It unlocks few wonders, the Broadcast Center & the Seaside Resort at Radio, the double Tourism from Writing at Printing Press, the great scientist Mary Leaky and her +200% Tourism from Artifacts, and Computer that add +25% Tourism modifier. And that's it.

At least Domination allows to increase your population and have better Culture / Faith that you could expand in early Rock Band! (joke)

About Court Festival project from "Magnificent" Catherine: it yields 50 Culture and Tourism for every luxury ressources surplus. For example, if you have 10 surplus (in your empire including trade and city-state), you generate 500 Culture and +500 Tourism to every civilizations. By every, I mean every civilizations, even those you didn't meet yet. So the bigger the map, the easiest the victory is.

Clearly not a top contender but she has some tools and wanted to highlight them before she gets downvoted.

The science is helpful for getting to flight and computers early and playing the appeal game gets you reliable high adjacency theater squares and holy sites. The coastal bias helps with getting spots for seaside resorts. The extra production after a war declaration means you can play a bit greedier early, and pump out units if need be.

More on topic, the Pairidaeza might be the single best Culture Victory tool in the entire game. Not only is it an immense source of Culture & Tourism if you get all the adjacencies down, but it's the best source of Appeal in the game. With just putting Pairidaezas in the right places, you can get turbo National Parks and Seaside Resorts. The Eiffel Tower is rightfully considered one of the best CV wonders in the game, and Persia gets better Eiffel Towers on demand (on top of stacking with the Eiffel Tower). Cyrus is actually godlike at Culture Victories, and should be much higher up.

All you really get is a little bit of housing and production for wonders, which I know I praised Shaka for getting housing, but you naturally want to play a little Culture-oriented as Shaka and his housing comes early on. Simón is just as all-in for Domination, if not more so, but his infrastructure doesn't show up until the mid-game. Simón might be OP for Domination, but much less so for Culture.

Though small, his trade bonuses are also worth noting since trade contributes to Tourism.

Cleopatra/Egypt [17] 16+1. Egypt can build faster wonders and districts along rivers - an advantage that lasts the entire game. And they won't get damaged by floods, which is not to be sneezed at. Sphinx is great for culture, faith, and tourism and it's available early. Lastly, they have a very powerful early UU, which can either protect your lands with few numbers (since they can cover distances twice as fast in most cases) or outright take out a neighbor. I haven't played a ton of culture victories but Egypt is my go-to.

Theoretically you could pillage some culture, but there are fewer pillages for culture than for faith/gold etc. I also think their coastal starts and natural coastal expansion does not lend toward wonder building/national parks. If you're going for a culture victory as Harald something has gone horribly wrong.
