It's good to know that people are excited to learn about this stuff.
First of all you need a paint program that can read .pcx's. I recommend Gimp 'cuz it's free and small (www.gimp.com). You could also get Photoshop ($200) or Paintshop Pro ($90).
There are two basic types of units:
Cut and Paste: You use FLICster. Just edit the storyboard in a paint program.
Simple Description
Serious Description
Animation: You use Poser or Bryce (Roughly $100-200) Or OpenFX which is free.

That's just a brief lay-out, but I recommend getting FLICster, Civ3FlcEdit, and PEdit just search for those in the "Search" Box, and your good.
